In 2018, San Mateo County finalized a Sea Level Rise Vulnerability Assessment in coordination with cities, agencies, businesses, community groups, and others. As a next step, the County is providing grant funds to support the development of adaptation plans, project concepts, and additional assessment as needed.
The Community Resilience Grants Program will support projects that assess or plan for sea level rise impacts and/or implement innovative adaptation strategies. All projects should be guided by robust community and stakeholder engagement that is inclusive and occurs early on in the project. Future calls for proposals may include additional climate change impacts.
Cities and towns, special districts, Joint Powers Authorities, schools, and non-profit organizations in San Mateo County.
The County of San Mateo is providing up to $200,000 for sea level rise assessment, planning or implementation projects. Selected grant recipients may be awarded a maximum of $90,000.
To apply, review the guidelines, fill out the application form and email it, along with any supporting documents to Marcus Griswold at firstname.lastname@example.org by 5 PM PST September 17, 2018. The County will review the applications and invite the top-ranking proposals for an interview in late September or early October. Following interviews, the County will work with the highest-ranking proposals on an agreement and project timeline.

The County of San Mateo is seeking proposals to implement a multifaceted Scope of Work including establishment of a countywide Climate Collaborative, analysis of vulnerability to climate change impacts and preparation of Climate Change Preparedness and Adaptation Guidance Document(s). This Project will assist the County and cities in San Mateo County better understand climate-related vulnerabilities, advance climate change adaptation planning, and mainstream adaptation measures for local plans, policies, operations and projects. This Project will also enable the County to continue sea level rise adaptation planning and coordination efforts through the Sea Change SMC Initiative and expand the County’s adaptation planning efforts to address, evaluate, and prepare for other climate change impacts, such as heat, wildfire, and precipitation.
The Project has five components that the consultant will be responsible for implementing:
1. Establish and facilitate a Countywide Climate Collaborative
2. Provide community engagement on climate adaptation
3. Develop a sea level rise adaptation planning toolkit
4. Conduct a climate vulnerability assessment and assist with resiliency planning (CalTrans SB1 Grant)
5. Meet basic ongoing requirements related to project management, reporting, and invoicing
